摘要
伴随着全球人工智能(AI)大模型端的持续迭代升级,各国抢占通用人工智能(AGI)新赛道的竞争不断加剧。由于AI技术具有影响范围的全局性和变革频率的高速性,它已经成为引致生产力变革的颠覆技术基础,也是发展新质生产力的重要引擎,这恰是我国政府在第四次科技革命背景下提出发展新质生产力的重要原因。然而,当AI开始步入AGI新赛道后,AI技术变革究竟会对经济社会发展产生怎样的冲击、对全球发展秩序带来怎样的影响,以及中国应该采用怎样的应对思路?这些问题非常重要,因为它们关系着以AI+促进新质生产力发展时,应该采取怎样的发展理念和注意避免哪些问题。为此,本文通过文献梳理和理论探讨试图给出正面回答,明确指出中国必须进一步强化AI发展战略的制定和执行,要选好有利于AGI技术弯道超车的重点领域与关键突破口。
With the continuous iteration and upgrading of the global artificial intelligence(AI)big model end,the competition among countries to seize the new track of general artificial intelligence(AGI)is constantly intensifying.Due to the global impact and high frequency of change of AI technology,it has become a disruptive technological foundation that leads to productivity changes and an important engine for developing new quality productive forces.This is precisely the important reason why the Chinese government proposed to develop new quality productive forces in the context of the fourth technological revolution.However,as AI begins to enter the new track of AGI,what impact will the transformation of AI technology have on economic and social development,what impact will it have on the global development order,and what attitude and response should China adopt?These issues are very important because they relate to what development concepts should be adopted and what problems should be avoided when promoting the development of new quality productive forces with AI+.Based on this,this article attempts to provide a positive answer through literature review and theoretical exploration,clearly pointing out that China must further strengthen the formulation and implementation of AI development strategies,and more importantly,select key areas and breakthroughs that are conducive to AGI technology overtaking on bends.
