摘要
社会保障管理体制是提高社会保障治理效能的关键因素。新中国成立以来,特别是改革开放以来,经过长期发展,我国已形成系统完备的社会保障管理体制,总体适应了社会保障改革发展的需要。但是,我国社会保障管理体制还不完善,仍存在一些问题,主要是社会保障法治化程度较低、中央政府宏观管理职能偏弱、社保经办服务均等化程度较低、社保经办体制不符合社保管理优化的要求、适合我国国情的医疗保障管理体制仍需优化。为将我国社会保障制度的优势转化为最大效能,建议强化中央政府社会保障事权,优化社会保障经办机构设置,以数字化转型促进社会保障管理体制优化,完善社保经办机构治理结构,探索新型医疗保障管理体制。
The social security management system is a key factor in improving the effectiveness of social security governance.Since the founding of the People's Republic of China,especially since the reform and opening up,after long-term development,China has formed a systematic and complete social security management system,which overall meets the needs of social security reform and development.However,China's social security management system is not yet perfect,and there are still some problems,mainly due to the low degree of rule of law in social security,weak macro management functions of the central government,low degree of equalization of social security handling services,the social security handling system which cann't meet the requirements of optimizing social security management,and the medical security management system which need to be optimized to meet the need of China's national conditions.To maximize the effectiveness of China's social security system,this article suggests strengthening the central government's social security authority,optimizing the establishment of social security agencies,promoting the optimization of the social security management system through digital transformation,improving the governance structure of social security agencies,and exploring new medical security management systems.
