三维分析框架下长三角地区科技创新政策协同演进研究

Collaborative Evolution of Science and Technology Innovation Policies in the Yangtze River Delta Region Under the Framework of Three-dimensional Analysis

摘要 系统梳理2000—2022年长三角地区192条科技创新政策协同文本,运用共词分析法和社会网络分析法进行深度挖掘,从“政策主体-政策工具-政策主题”3个维度探讨长三角地区科技创新政策协同演进3个阶段,客观分析不同阶段特征并提出相关改进建议。研究发现:在政策主体维度,长三角三省一市各部门之间联合发文量不断增加,参与度、协同性进一步加强;在政策工具维度,环境型政策工具运用最多,供给型政策工具次之,而需求型政策工具运用最少;在政策主题维度,政策内容与社会经济环境紧密相连、协同发展,呈现多元化发展趋势,其中科技类主题是科技创新政策协同发展的重点领域,而教育类主题在协同发展中有所忽视。 This paper systematically combs 192 collaborative texts of science and technology innovation policies in the Yangtze River Delta region from 2000 to 2022,uses co-word analysis and social network analysis to dig deeply,and discusses three stages of collaborative evolution of science and technology innovation policies in the Yangtze River Delta region from three dimensions of"policy subject-policy tool-policy theme".The characteristics of different stages are analyzed objectively and relevant improvement suggestions are put forward.The findings show,in terms of policy subject,the number of joint documents between the departments in the three provinces and one city of the Yangtze River Delta has been increasing,and the participation and synergy have been further strengthened;In terms of policy tool,environmental policy tools are used the most,supply policy tools are used the second,and demand policy tools are used the least.In terms of policy theme,policy content is closely linked to the social and economic environment and develops in synergy,showing a diversified development trend.Among them,science and technology themes are the key areas for the collaborative development of science and technology innovation policies,while education themes are neglected in the collaborative development.
