温州市新型城镇化与产业高级化耦合协调研究

Enhancing the coupling coordination between new-type urbanization and industrial upgrading of Wenzhou City

新型城镇化和产业转型升级的耦合协调发展是推动城市高质量发展的必然要求.为探讨温州市新型城镇化与产业高级化耦合协调演变规律,将产业高级化指数引入耦合协调研究中,解析新型城镇化与产业高级化的耦合协调机理,分析温州市新型城镇化与产业高级化耦合协调演变.结果表明:1)新型城镇化与产业高级化交互形成一个相互支撑、相互影响的有机耦合系统,新型城镇化与产业高级化协同发展是系统耦合协调运行的关键;2)生态环境保护是温州市新型城镇化的关键要素,温州市各地产业高级化地区差异趋于扩大;3)温州市新型城镇化与产业高级化的耦合协调从严重失调提升到初级协调,新型城镇化与产业高级化耦合协调的地域等级差异显著,温州市新型城镇化与产业高级化耦合协调障碍由产业高级化滞后转为新型城镇化动能不足;4)为进一步提升温州市新型城镇化与产业高级化耦合协调,温州市应推进新型城镇化的均衡发展,统筹市辖区和中小城镇的协同发展,加强产业基础高级化、产业价值链高端化、产业链现代化,实施差异化区域的产业升级战略.

The coupled and coordinated development of industrial transformation and upgrading,as well as new-type urbanization,had been an inevitable demand to promote China′s high-quality development and achieving an overall well-off society.In order to explore the coupling coordination evolution law of new-type urbanization and industrial upgrading in Wenzhou City,the industrial upgrading index was introduced into the research on coupling coordination,the coupling coordination mechanism between new-type urbanization and industrial upgrading was analyzed,and the coupling coordination evolution of new-type urbanization and industrial upgrading in Wenzhou City was examined.The results showed that:1)The interaction between new-type urbanization and industrial upgrading formed a coupling system that supports and influences each other.The key to the operation of this system was the coordinated development of new-type urbanization and industrial up-grading;2)Ecological and environmental protection was a key element of the new-type urbanization in Wenzhou City.Additionally,the regional differences in industrial upgrading across Wenzhou City were expan-ding;3)The coupling coordination between new-type urbanization and industrial upgrading in Wenzhou City had been upgraded from a state of serious maladjustment to one of primary coordination.There were significant regional grade differences in the coupling coordination between new-type urbanization and industrial upgrading in Wenzhou City.The obstacle of coupling and coordination between new-type urbanization and industrial up-grading in Wenzhou City had shifted from lagging behind in industrial upgrading to insufficient driving force for new-type urbanization;4)In order to further improve the coupling coordination between new-type urbanization and industrial upgrading in Wenzhou,it was suggested to promote balanced development of new-type urbaniza-tion,coordinate the synergistic development of municipal districts and small and medium-sized towns,strengthen the advanced upgrading of industrial foundation,high-end industrial value chain,and the moderni-zation of industrial chain,and implement a differentiated regional industrial upgrading strategy.
