摘要
安全与活力是衡量煤矿管理现代化水平的关键体现,然而以人力资源为依托的两者关系失衡并未引起足够重视。通过深入阐释煤矿安全与活力的概念内涵和辩证关系,分析了安全与活力关系框架下的人力资源系统特征与价值,厘清了4类煤矿生产运营中安全与活力关系演进模式,探讨了2类影响人资系统安全与活力的系统要素,提出了主体维度、结构维度、效能维度、机制维度4类影响煤矿安全与活力平衡的维度。根据对安全与活力平衡关系中的人力资源研究与分析,提出了煤矿行业人力资源体系的重塑路径。
Safety and vitality are key indicators for measuring the level of coal mine modernization management,however,the imbalance in the relationship between the two based on human resources has not received sufficient attention.By delving into the conceptual connotation and dialectical relationship between coal mine safety and vitality,the characteristics and values of the human resource system under the framework of safety and vitality relationship were analyzed,the evolution patterns of safety and vitality relationship in four types of coal mine production and operation were clarified,two types of system elements affecting the safety and vitality of the human resource system were explored,and four dimensions affecting the balance between coal mine safety and vitality were proposed,including subject dimension,structural dimension,efficiency dimension,and mechanism dimension.Based on the research and analysis of human resources in the balance between safety and vitality,a path for reshaping the human resources system in the coal mining industry had been proposed.
