污泥处理项目新机制特许经营模式财务分析速算模型研究——以国内某污泥处置项目为例

Research on Financial Analysis and Quick Calculation Model of New Mechanism Franchise Operation Model for Sludge Treatment Projects:Taking a Sludge Disposal Project in China as an Example

本文根据“国办函〔2023〕115号”指导意见,结合污泥处理项目建设特点及项目边界条件,着手对特许经营模式的污泥处理项目财务方案速算及自动生成财务分析报表模型进行研究,旨在更加快捷地应对项目各阶段工作,做好精准服务,提高工作效率和服务质量。本文以“国内某污泥处置项目”为例,研究认为:污泥处理项目特许经营模式财务速算模型可快速应对特许经营污泥处理项目因实施方案条件变量因素多、实施方案思路多等所需的快速财务评价测算与结果对比,减少目前工作中因实施方案变化导致的繁琐工作内容,能够为特许经营污泥处理项目提供理论与数据支撑,具有较高的可靠性,也可为污水、垃圾、给水等特许经营项目财务速算提供借鉴,可推广应用。

This article is based on the guidance of the State Council Letter[2023]No.115,combined with the characteristics of sludge treatment project construction and project boundary conditions,to study the financial scheme quick calculation and automatic generation of financial analysis report models for sludge treatment projects under franchising mode.The aim is to respond more quickly to various stages of project work,provide accurate services,improve work efficiency and service quality.This article takes"a domestic sludge disposal project"as an example,and the research suggests that the financial quick calculation model of the franchise model for sludge treatment projects can quickly respond to the rapid financial evaluation calculation and result comparison required for franchise sludge treatment projects due to multiple implementation plan variables and multiple implementation plan ideas.It reduces the tedious work content caused by implementation plan changes in current work,provides theoretical and data support for franchise sludge treatment projects,has high reliability,and can also provide reference for financial quick calculation of franchise projects such as sewage,garbage,and water supply,which can be promoted and applied.
