摘要
研究生教育是区域创新发展的重要源头。本文刻画研究生教育资源空间布局和演绎特征,检验研究生教育资源对区域创新发展空间的溢出效应。结果显示,我国研究生教育资源投入水平不断提升,存在显著的空间集聚和空间自相关关系,研究生教育资源空间布局中心由“低-高”两极转向“低-次低-次高-高”四极。研究生教育资源对区域创新发展的溢出效应显著,资源投入不仅提升本省创新发展水平,也正向影响临近省域创新发展,整体平均弹性系数为0.971。省域研究生教育资源对区域创新空间溢出效应异质性突出,对临近地区创新水平提高发挥着更为显著的间接促进作用。为此,应从加大学位授权审核向中西部“创新潜力”地区政策倾斜力度、积极利用“空间涟漪效应”,促进优质研究生教育资源有效溢出,以及打造研究生教育高质量发展“新增长极”等方面,充分发挥研究生教育资源对区域创新发展的积极作用。
Graduate education is a critical catalyst for regional innovation and development.This paper delineates the spatial configuration and inductive traits of graduate education resources and empirically assesses their spatial spillover effects on regional innovation and growth.The results show that the investment in graduate education resources in China has been steadily increasing,accompanied by a notable spatial clustering and strong spatial autocorrelation.The epicenter of graduate education resources has shifted from a'low-high'to a'low-second low-second high-high'tetra-polar distribution.The spillover effects of graduate education resources on regional innovation are significant.Investment in these resources not only enhances the innovation levels within a province but also positively influences the innovation in neighboring provinces.the overall average elasticity coefficient is0.971,The research also reveals a significant heterogeneity in the spatial spillover effects of graduate education resources among provinces,with a more pronounced indirect role in elevating the innovation levels in adjacent regions.In order to give full play to the positive role of graduate education resources in regional innovation,we should increase the degree of authorization for degreegranting audits to the central and western regions'innovation potential'policy tilt,actively use the'spatial ripple effect'to facilitate the effective spillover of high-quality graduate education resources,and creating a'new growth pole'for the high-quality development of graduate education,thereby fostering a robust innovation ecosystem across regions.
