摘要
当前我国师范专业认证政策执行过程中存在一些阻滞因素,不仅影响了政策实施的效果,更不利于建设教育强国目标的如期实现。基于史密斯政策执行过程模型的分析,可以发现主要存在理想化政策存在缺陷、执行机构能力存在不足、目标群体认识理解存在偏差以及政策环境有待优化等阻滞因素。未来需从完善理想化政策的顶层设计、提高执行主体的执行能力与健全执行配套机制、增强目标群体对于政策的理解与认知、营造良好的政策执行环境等方面进行破解,进一步优化政策执行过程,切实提升政策实施的效果。
There are some obstructive factors in the current implementation of teacher education program certification policy in China,which not only affect the effectiveness of policy implementation but also hinder the timely realization of the goal to building a leading country in education.Analysis based on the Smith policy implementation process model reveals that major obstructive factors include flaws in idealized policies,inadequate capabilities of executing agencies,misconceptions and misunderstandings among target groups,and a need for optimizing the policy environment.In the future,it is necessary to crack these factors by refining top-level design of idealized policies,enhancing executive agencies capabilities and establishing comprehensive supporting mechanisms,improving understanding and awareness of policies among target groups,and creating a conducive policy implementation environment.This will further optimize the process of policy implementation and improve the effectiveness of policy enforcement.
