气候变化背景下的大食物观:基于森林食物视角的分析

The Greater Food Approach under Climate Change:The Forest Food Perspective

发展森林食物对践行大食物观和应对气候变化具有重要作用。本文从大食物观的内涵出发,探讨森林食物与大食物观及气候变化的关联逻辑,并分析森林食物供给的现状、潜力与问题。本文发现,在集体林权制度改革和政策支持下,经济林和林下经济的食物供给能力持续增长,并且在可利用林地面积、单产提升以及生物资源开发等方面均有发展潜力。但同时森林食物系统也面临生产条件不利、产品附加值低、农户经营积极性低、气候变化威胁加剧以及政策支持有待完善等诸多问题。据此本文提出通过增加投入改善生产条件、促进三产融合、适度推进规模化经营、打造气候智慧型森林食物产业以及优化财税和金融支持政策等措施,夯实森林食物供给能力和气候韧性。

The development of forest food plays a crucial role in implementing the Greater Food Approach and addressing climate change.This study explores the connection between forest food,the Greater Food Approach and climate change,starting from the connotation of the Greater Food Approach,and analyzes the current status,potential,and challenges of forest food supply.The study finds that,under the reform of collective forest tenure systems and policy support,the food supply capacity of economic forests and under-forest economy has continued to grow,with great potential in terms of available forest land area,yield improvement,and biological resource utilization.However,the forest food system also faces numerous challenges,including unfavorable production conditions,low value-added products,low enthusiasm for farming among households,aggravated threats from climate change,and the need for improved policy support.Based on these findings,the study proposes measures such as increasing investment to improve production conditions,promoting the integration of primary,secondary,and tertiary sectors,moderately advancing scale-based operations,establishing a climate-smart forest food industry,and optimizing fiscal and financial support policies to strengthen the supply capacity and climate resilience of forest food.
