调动种粮主体积极性:内涵阐释、主要障碍与推进路径

Mobilizing Enthusiasm for Growing Grain:Interpretation of Connotation,Main Obstacles and Promotion Paths

调动种粮积极性对贯彻落实国家粮食安全战略和促进农民农村共同富裕具有重要的现实意义。本文基于理论研究,从调动对象、内容和方式三方面深度挖掘了调动种粮积极性的基本内涵。针对种粮成本过快上涨、补贴效果不明显、“卖粮难”隐忧、粮价未能有效引导预期、种粮效益低和主产区负担重等问题,应认识到科技金融、政策支持、产销对接、价格预期、比较效益、利益补偿分别是调动种粮积极性的千斤顶、安全网、关键环、牵引力、源动力、平衡器。调动种粮积极性,既要通过提高科技金融支持水平和政策支持力度以及打通产销对接环节等使期望值最大化,又要通过提高价格预期和比较收益以及完善利益补偿等使效价最大化,以更好地为保障粮食安全增添持续的内在动力。

Mobilizing enthusiasm for growing grain plays an important role in the implementation of national food security strategy and the promotion of common prosperity of farmers and rural areas.Based on theoretical research,this article explores the basic connotation of mobilizing enthusiasm for growing grain from the perspectives of mobilizing objects,contents and methods.In response to problems such as the rapid rise in the cost of growing grain,the ineffectiveness of subsidies,the hidden worry of"difficult to sell grain",the failure of grain prices to effectively guide expectations,the low benefits of growing grain and the heavy burden on the main producing areas,we should recognize that science,technology and finance is"jack",policy support is"safety net",production and marketing docking is"key link",price expectation is"traction",comparative efficiency is"the source of power",benefit compensation is"equalizer".To mobilize the enthusiasm for growing grain,it is necessary to increase the level of scientific,technological,financial and policy support,as well as to open up the production and marketing linkage to maximize"expectancy",and to increase price expectations and comparative returns,as well as to improve the compensation of benefits to maximize"valence",so as to better guarantee food security and add sustained intrinsic motivation.
