在全球风险社会时代,频繁且复杂的灾害事件不断凸显包容性治理的迫切需求。本文从数字包容性独特视角出发,深入剖析灾害治理的创新策略,强调在数字技术迅速发展的今天,实现包容性治理的关键在于确保灾害治理措施能够照顾到所有的社会群体,政府需要致力于缓解数字鸿沟以促进全民参与灾害治理。灾害治理不仅需要利用前沿技术,更在于促进灾害信息的公正传播、治理决策的高效制定及社会整体防灾减灾能力根本性提升。本研究探讨了构建数字包容性灾害治理指标体系基本原则,强调设计指标时需要遵循包容性与公平性、参与性与合作性、系统性与动态适应性等核心原则,还需要充分考虑其非线性和随时间演变的特性,同时采用多元研究手段以增进评估指标的全面性和精确性。面向未来,本研究强调,包容性治理的全面演进需要跨越理念革新、制度设计、技术创新和法规健全等多维界面,旨在推动构建一个安全、包容、智慧与可持续发展的灾害治理体系,这对于提高我国乃至全球灾害治理能力都具有重要意义。

In the era of global risk society,the frequent and complex nature of disaster events highlights the urgent need for inclusive governance. This paper explores innovative strategies for disaster governance from the unique perspective of digital inclusion,emphasizing that in today's rapidly advancing digital age,achieving inclusive governance is crucial to ensuring that disaster management measures address all societal groups. Governments must focus on bridging the digital divide to promote universal participation in disaster governance. Disaster governance should not only aim for technological advancement but also ensure the fair dissemination of disaster information,the efficient formulation of governance decisions,and the fundamental enhancement of society's overall disaster prevention and mitigation capabilities. The study delves into the fundamental principles of constructing a digital inclusion-based disaster governance indicator system,stressing that the design of indicators should adhere to core principles such as inclusiveness and fairness,participation and cooperation,systematicness,and dynamic adaptability. It also highlights the need to consider the nonlinearity and temporal evolution of such indicators, employing diverse research methods to improve the comprehensiveness and accuracy of the evaluation indicators. Looking ahead,the study emphasizes that the comprehensive evolution of inclusive governance must span multiple dimensions,including conceptual innovation,institutional design,technological innovation,and regulatory improvements.This is aimed at fostering the development of a safe,inclusive,intelligent,and sustainable disaster governance system,which holds significant implications for enhancing disaster governance capabilities both in China and globally.
