摘要
全面保障北京冬奥会的安全运行面临3大核心问题:城市和赛事运行风险耦合关联辨识难、城市运行和疫情全局时空风险监测难、三区办赛和部门协同跨区域指挥保障难。为突破耦合风险辨识难题,构建冬奥会链式耦合风险评估技术,揭示耦合风险的传导放大机制,填补大型活动全局风险辨识的技术空白;为攻克风险时空监测难题,建立城市运行域关键生命线保障大数据监测预警模型,开发社交接触域的疫情传播风险分析技术;为解决协同指挥保障难题,首创“数据+任务”联合驱动的指挥模式,建立混合现实可视化和协同会商系统。并以张家口赛区过暖融雪预警作为具体案例详细展示系统的实际应用效果。研究相关成果为冬奥会提供了坚实的安全保障,同时为其他大型活动和城市安全建设提供重要参考。
Ensuring the safe operation of the Beijing Winter Olympics presented three core challenges:the difficulty of identifying coupled risks between city and event operations,the challenge of monitoring spatial-temporal risks across urban operations and pandemic contexts,and the complexities of cross-regional command coordination across the three competition zones and various departments.In order to address the challenge of identifying coupled risks,we developed a chain-based risk coupling assessment technology for the Beijing Winter Olympics,revealing the transmission and amplification mechanisms of these risks and filling a technical gap in the global risk identification for large-scale events.To overcome the challenges of spatial-temporal risk monitoring,we established a big data monitoring and early warning model for safeguarding critical urban lifelines and developed pandemic spread risk analysis technology within social contact domains.To tackle the difficulties in coordinated command support,we pioneered a“data+task”jointly-driven command model and established a mixed-reality visualization and collaborative consultation system.This paper details the system’s practical application using the specific case of warm snowmelt prediction in the Zhangjiakou competition zone.The relevant research outcomes provide a robust security support for the Winter Olympics and offer valuable insights for the safety management of other large-scale events and urban security planning.
