固定污染源排污许可证后监管问题及对策探讨

Discussion on post-license supervision issues and countermeasures for fixed pollution source discharge permits

随着我国经济社会的快速发展,环境治理和生态文明建设逐渐被重视,政府提出推进生态文明建设的目标,致力于加强环境保护和治理工作。为了实现生态文明建设和环境治理基础制度改革,国务院办公厅印发《控制污染物排放许可制实施方案》,目的是为了推进全面实行排污许可制,进一步深化固定污染源环境管理,并已取得显著成效。但由于该制度在我国正式实施时间尚短,证后监管工作仍存在诸多问题,本文对固定污染源排污许可证后监管现存问题进行探讨,并提出相应对策。

With the rapid development of China's economy and society,environmental governance and the construction of ecological civilization have garnered increasing attention.The government has set goals to promote the construction of ecological civilization,committed to strengthening environmental protection and governance.To realize the reform of the foundational system for ecological civilization construction and environmental governance,the General Office of the State Council issued the"Implementation Plan for the Pollutant Emission Control Permit System."The aim is to advance the full implementation of the pollutant emission permit system,further deepen the environmental management of fixed pollution sources,and significant achievements have been made.However,as the system has only recently been formally implemented in China,there are still many issues with post-issuance supervision.This paper discusses the existing issues in the post-issuance supervision of fixed pollution source emission permits and proposes corresponding countermeasures and suggestions.
