我国警务社会化的实践探索与路径优化研究

为贯彻新时代的“枫桥经验”、进一步贯彻落实群众路线,警务社会化的推动与发展具有强烈的现实紧迫性。警务社会化强调在警察与公众以及社会各主体之间形成良好的互动和合作关系。尤其是在现阶段警力资源严重不足、治安形势日益复杂的背景下,警务社会化是提升警务效率的内在属性和本质要求,是发展多元化警务和警务主体多元化应有的题中之义。目前,在治安实践中,已出现多种警务社会化探索模式,但这些模式在一定程度上都还存有不足。为进一步推进警务社会化的进程,需做到转变警察职能、更新警务理念,加强顶层设计、强化制度保障,以及要整合社会资源、提升警务能力,只有这样才能强化警务社会化可持续发展机制,推动现代警务模式的改革。

In order to implement the“Fengqiao Experience”and the mass line,the development of police socialization has practical urgency.Police socialization emphasizes the formation of good interaction and cooperation between the police,the public and society.At present,the police force is seriously insufficient and the security situation is complex.Policing socialization is the essential attribute and requirement to improve the efficiency of policing,and it is the meaning of developing diversified policing and policing subjects.At present,there have been a variety of police socialization exploration models in the practice of public security,but there are deficiencies.In order to promote the process,it is necessary to change the police function,update the police concept,strengthen the top-level design,strengthen the system guarantee,integrate social resources,enhance the police ability to strengthen the sustainable development mechanism of police socialization,and promote the reform of modern police mode.
