江苏省乡村现代服务业高质量发展促进对策研究

Research on Countermeasures to Promote High-Quality Development of Rural Modern Service Industry in Jiangsu

发展乡村现代服务业是构建双循环格局、推动现代农业提质增效、实现乡村振兴和城乡融合发展目标的重要路径。近年来,江苏省乡村现代服务业发展迅猛,生产性服务业结构持续优化,生活性服务业功能持续扩展,综合性公共服务业提质扩容。但也存在着产业集聚程度不高、供给能力不足、产业创新不够等问题,面临着顶层设计不够完善、要素资源不够聚集、保障体系不够健全、宣传认知不够充分等发展障碍。江苏省政府及相关部门应做好顶层设计与科学规划,不断完善产业发展的保障体系,推进要素聚集与产业创新,加强基础设施和公共服务体系建设,优化乡村现代服务供给,加大产业发展政策的宣传,努力打造具有江苏特色的乡村现代服务业样板。

The development of modern rural service industry is an important path to build a dual circulation pattern,promote the improvement of modern agriculture quality and efficiency,and achieve the goals of rural revitalization and urban-rural integration.In recent years,the modern service industry in rural areas of Jiangsu has developed rapidly,the structure of productive service industry has been continuously optimized,the function of living service industry has been continuously expanded,and the comprehensive public service industry has been upgraded and expanded.However,there are also problems such as low industrial agglomeration,insufficient supply capacity,and insufficient industrial innovation.At the same time,there are development obstacles such as incomplete top-level design,insufficient gathering of factor resources,inadequate guarantee system,and insufficient publicity and awareness.We suggest that the government and relevant departments of Jiangsu should do a good job in top-level design and scientific planning,continuously improve the guarantee system for industrial development,promote factor aggregation and industrial innovation,strengthen the construction of infrastructure and public service systems,optimize the supply of modern rural services,increase the promotion of industrial development policies,and strive to create a model of modern rural service industry with Jiangsu characteristics.
