甘肃现代农业高质量发展的困境、审思与破局——基于构建现代农业评价指标体系的视角

The Dilemma,Reflections and Breakthroughs for High-Quality Development of Modern Agriculture in Gansu Province:Based on the Perspective of Constructing an Evaluation Index System for Modern Agriculture

现代农业高质量发展是推进农业农村现代化的必然选择,甘肃作为特色农业大省,其农业发展在全国具有重要地位。近年来,甘肃积极推进农业供给侧结构性改革和农村综合改革,大力推进农业农村现代化,提高城乡一体化发展水平,推进乡村全面振兴,然而由于特殊地理因素和多方面条件的影响,实现甘肃农业现代化尚存优化空间。通过构建现代农业发展评价指标体系,从农业可持续发展、农业科学技术、农业经营管理、农业生产和农业装备5个维度即5个一级评价指标检视甘肃现代农业发展面临的问题,审思限制甘肃农业发展的原因,提出甘肃现代农业高质量发展的举措。应用层次分析法和定性研究方法,实现了用权重数字表示的定量分析和深入理论的质性研究,较为清晰地呈现了影响甘肃现代农业高质量发展的因素。

High-quality development of modern agriculture is an inevitable choice to promote the modernization of agriculture and rural areas,and Gansu,as a major agricultural province with distinctive characteristics,plays an important role in national agricultural development.In recent years,Gansu has actively promoted structural reform on the agricultural supply side and comprehensive reform of rural areas,vigorously advancing the modernization of agriculture and rural areas,improving the level of urban-rural integration,and promoting comprehensive rural revitalization’However,due to the special geographic factors and the influence of various conditions,there is still room for optimization in realizing the modernization of Gansu’s agriculture.By constructing an evaluation index system for modern agricultural development,this paper examines the problems facing the development of modern agriculture in Gansu from five dimensions,namely,agricultural sustainable development,agricultural science and technology,agricultural management,agricultural production and agricultural equipment,as five primary evaluation indicators.It reflects on the reasons limiting the development of agriculture in Gansu,and puts forward the initiatives for the high-quality development of modern agriculture in Gansu.By applying the analytic hierarchy process and qualitative research methods,this paper achieves the quantitative analysis represented by weighted figures and the qualitative research of in-depth theory,and presenting factors affecting high-quality development of modern agriculture in Gansu in a clearer manner.
