摘要
政务信息化运维是政府数字化转型的重要环节,但由于信息化系统的复杂性、多样性和服务层级的划分,传统的运维费用测算方法面临准确性不足、数据采集困难和成本分配不合理等问题,难以满足精准化管理的需求。因此,智能化测算方法的应用显得尤为重要。文中基于成本管理理论,设计了政务信息化运维费用智能测算系统。首先,从系统总体架构与功能模块入手,设计了数据采集、数据处理与清洗、测算与预测及报表与分析模块。接着,在关键技术与实现方案部分,提出了基于ABC的成本分配模型、神经网络与回归模型、模糊逻辑与专家系统融合等测算与预测模型,并结合智能测算引擎与规则库,实现了可视化与报表系统的设计。
Government information technology operation and maintenance is an important part of the government's digital transformation.However,due to the complexity,diversity,and division of service levels in information systems,traditional methods for calculating operation and maintenance costs face problems such as insufficient accuracy,difficulty in data collection,and unreasonable cost allocation,making it difficult to meet the needs of precise management.Therefore,the application of intelligent calculation methods is particularly important.Based on cost management theory,an intelligent calculation system for government information operation and maintenance expenses was designed in the paper.Firstly,starting from the overall system architecture and functional modules,data collection,data processing and cleaning,calculation and prediction,and reporting and analysis modules were designed.Subsequently,in the key technology and implementation plan section,cost allocation models based on ABC,neural network and regression models,fuzzy logic and expert system fusion calculation and prediction models were proposed,and combined with intelligent calculation engines and rule libraries,the design of visualization and reporting systems was implemented.
