粤港澳大湾区跨界创新空间新趋势与规划探索

EXPLORATION INTO NEW TRENDS AND PLANNING OF CROSS-BORDER INNOVATION SPACES IN GUANGDONG-HONG KONG-MARCO GREATER BAY AREA

摘要 基于对粤港澳大湾区产业链结构特征、创新链近域组织、创新链圈层对流以及创新节点分异等的认识,结合各类创新主体集聚以及承载的创新链、产业链环节功能特点,分析跨界地区创新空间趋势特征、类型、面临挑战以及规划应对思路,并以深莞边界规划实践为例,探讨创新空间的规划对策。研究发现,跨界地区在粤港澳大湾区承担着弹性快速生产和技术创新的重要功能,形成了基础研究、科技孵化转化、研发制造一体化等多样性创新空间单元,同时也面临着平台支撑不足、边界墙阻碍、产城格局碎片化等挑战,空间规划应定位好科创模式,加强差异化载体布局引导,创新治理机制推动政策赋能与合作共建,营造异质性空间吸引创新要素集聚。 Based on the understanding of the structural characteristics of the industrial chain,the organization of innovation chains,the convection of innovation chain circles,and the differentiation of innovation nodes in the Guangdong-Hong Kong-Macao Greater Bay Area,combined with the aggregation of various innovation entities and the functional characteristics of their innovation chains and industrial chain links,this paper analyzes the trend characteristics,types,challenges,and planning strategies of innovation space in cross-border areas.Taking the border planning practice between Shenzhen and Dongguan as an example,it explores the planning strategies for innovation space.It's found that cross-border regions play an important role in flexible and rapid production and technological innovation in Guangdong-Hong Kong-Macao Greater Bay Area,forming diverse units of innovation space,such as basic research,technology incubation and transformation,and integrated research and development and manufacturing.Meanwhile,they also face challenges,such as insufficient platform support,obstacles of boundary wall,and fragmented industrial and urban patterns.Spatial planning should position the science and technology innovation model well,strengthen layout guidance of differentiated carrier,innovate governance mechanisms to promote policy empowerment and cooperation,and create heterogeneous spaces to further attract innovation elements for gathering.
