多尺度流域综合治理和统筹发展的规划探索--以湖北实践为例

EXPLORATION INTO THE COMPREHENSIVE GOVERNANCE AND INTEGRATED DEVELOPMENT PLANNING FOR MULTI-SCALE WATERSHEDS:A CASE STUDY OF HUBEI PRACTICE

流域综合治理是生态文明建设的重要路径。本文分析了流域综合治理具有以水治理为引领的系统性治理、统筹发展和安全的多目标治理、逐层细化传导的多层级治理等特点。以湖北实践为例,总结多尺度流域综合治理和统筹发展规划的特点和实践经验。省级尺度重在统筹协调,统筹安全底线管控和高质量发展指引要求,通过“定目标、定任务、定指标”构建流域综合治理的总体框架。市县尺度重在因地施策,在深化落实底线管控要求的基础上,因地制宜探索差异化发展路径和行动方案。小流域尺度重在实施见效,以源头治理为突破口,形成“一河一策”治理方案。

Comprehensivegovernanceof watershed is an important path for the construction of ecological civilization.This study analyzes that the comprehensive governance of watershed is characterized by systematic governance led by water governance,multi-objective governance integrated development and security,and multi-level governance with layer-by-layer refinement and transmission.Taking the practice in Hubei Province as an example,this paper summarizes the characteristics and practical experiences for the comprehensivegovernance ofmulti-scale watersheds and integrated development planning.For the provincial scale,it focuses on the integration and coordination,which integrates the requirements from the safety control by the bottom-line and high-quality development guidelines,and constructs an overall framework for comprehensive governance of the watershed by“setting objectives,tasks and indicators”.For city and county scale,it focuses on the local policy,which deepens and implements the control requirements by the bottom line,and explores the differentiated paths of development and action programs based on local conditions.For the small-watershed scale,it focuses on the implementation and effectiveness,which considers the source governance as the breakthrough to form the governance program featured as“one river,one policy”
