当前城市更新实践经验、问题与思考--基于第一批城市更新试点跟踪

EXPERIENCES,PROBLEMS AND REFLECTIONS ON THE CURRENT URBAN REGENERATION PRACTICES:A CASE STUDY OF THE TRACKING ON THE FIRST BATCH OF URBAN REGENERATION PILOT CITIES

2023年底,住房和城乡建设部第一批城市更新试点进入收官阶段,亟需对试点工作进行总结和分析。文章以21个试点城市为样本,对试点工作总体特征、经验做法和问题难点进行了归纳总结。研究发现,第一批试点城市在工作体系搭建以及项目实施落地方面取得了显著成效,在工作组织机制、规划设计体系、可持续模式、政策法规支撑方面形成诸多经验做法,但仍旧存在城市更新整体性和战略性不足、对可持续经营模式探索不充分、资金压力大、政策法规系统性不强等问题。建议,进一步明确城市更新行动内涵和任务、完善城市更新规划设计体系、探索可持续经营模式、拓宽资金来源并加快国家层面制度建设。

By the end of 2023,the first batch of urban regeneration pilot projects,released by the Ministry of Housing and Urban-Rural Development of People's Republic of China,reached the final phase,and it is urgent to summarize thepilot work.The articleuses 21 pilot cities as samples to summarize the overall characteristics,experiences and difficulties of thepilotwork.It is found that the first batch of pilot cities have achieved notable success in the establishment of work systems and the implementation of projects.Many experiences havebeendeveloped in terms of work organizationmechanisms,planning and design systems,sustainable implementation models,and supporting policies and regulations.However,there are still issues in urban regeneration,such as lack of overall and strategic approach,inadequate exploration of sustainable business models,high financial pressure,and weak systematic policies and regulations.It is recommended to further clarify the connotation and tasks of urban regeneration actions,streamline the urban regeneration planning and design system,explore sustainable business models,broaden funding sources,and accelerate institutional construction at the national level.
