新型农村集体经济促进农村共同富裕的内在机理分析——以湖北省S村和浙江省Q村为例

Analysis of the internal mechanism of the new-type rural collective economy promoting rural common prosperity:take S village in Hubei province and Q village in Zhejiang province as examples

以新型农村集体经济促进农村共同富裕,是国家发展的战略需要。马克思主义共同富裕理论揭示了新型农村集体经济促进农村共同富裕的内在规律。新型农村集体经济作为社会主义公有制经济的重要形式,从制度、组织、资源、服务四方面为推进农村共同富裕夯实物质基础、强化政治保障、增强内生动力、巩固民生根基。党建引领、产业转型、治理创新、兜牢民生促共富的具体实践可为落后农村提供经验借鉴和实践参考。通过深化农村集体产权制度改革、构建乡村区域治理新格局、推进农村产业数字化转型、增加公共服务供给的实践进路,不断发展壮大新型农村集体经济,是促进农村共同富裕的实践进路。

Promoting common prosperity in rural areas with a new-type of rural collective economy is a strategic need for national development.The Marxist theory of common prosperity reveals the internal law of the new-type rural collective economy promoting rural common prosperity.As an important form of socialist public ownership economy,the new-type rural collective economy has laid a solid material foundation,strengthened political security,enhanced endogenous driving force,and consolidated the foundation of people's livelihood from four aspects including system,organization,resources,and services.Combined with investigation and research,this paper makes detailed observation and analysis,focusing on the specific practices of party building guidance,industrial transformation,governance innovation,and strengthening people's livelihood to promote common prosperity,so as to provide experience and practical reference for backward rural areas.In view of the existing contradictions,this paper proposes a practical approach of deepening the reform of the rural collective property rights system,building a new pattern of rural regional governance,promoting the digital transformation of rural industries,and increasing the supply of public services,so as to continuously develop and expand the new-type rural collective economy and improve the effectiveness of promoting rural common prosperity.
