From Fragmentation to Integrity:Implementation Approaches to the Governance of the Rural Aged Care Services

健全农村养老服务体系,是积极应对人口老龄化、实现基本公共服务均等化、助力乡村振兴的重要任务。当前农村养老服务治理过程呈现出碎片化的实践样态,主要表现为治理理念、治理主体、治理机制、治理手段等碎片化。在整体性治理的视角下,农村养老服务治理碎片化困境的破解路径包括:实现治理理念由“碎片化管理”向“整体性治理”转变;构建一核多元型治理结构,凝聚多方治理合力;实现纵向联动机制与横向协同机制的有效衔接;以信息技术为驱动,赋能农村养老服务治理。

Improving the rural aged care service system in China is an important task to actively respond to our population aging,achieve the equalization of our basic public services,and promote our rural revitalization.The current governance process of the rural aged care services presents a state of fragmentation,mainly manifested in the governance concepts,governance subjects,governance mechanisms,and governance methods.From the perspective of holistic governance,the solutions to such dilemma in the governance of the rural aged care services include the following:transforming the governance concept from“the fragmented state of management”to“holistic governance”,building a core and diversified governance structure,consolidating the joint efforts of multiple governance parties,effectively linking the vertical linkage mechanism with the horizontal collaboration mechanism,and empowering the governance of the rural aged care services with information technology as the driving force.
