基于ISM和变权云模型的售电公司综合能力评价

摘要 售电公司综合能力评价对于改善服务水平、规范市场行为、指导用户选择均具有积极作用。为提升评价指标体系设计的科学性设计,并增强评价模型的适用性,提出一种基于解释结构模型和变权云模型的售电公司综合能力评价方法。首先,采用解释结构模型研究初设评价指标之间的关系并划分指标层级,实现在初设指标中优选关键评价指标。在此基础上,构建售电公司综合能力关键评价指标体系。其次,通过组合赋权的思想将主观评价与客观评价的权重进行融合,并应用变权理论优化该组合权重,保障模型在市场环境变化时的适用性。最后,结合云模型对售电公司的多维度能力及其综合能力进行评价。算例表明,该评价流程能够合理地反映售电公司的能力状况,并为售电公司综合能力的发展、调整提供有效的参考依据。 The comprehensive capability evaluation of electricity selling companies has a positive effect on improving service levels,regulating market behavior,and guiding users in their choices.To enhance the scientific design of the evaluation index system and enhance the applicability of the evaluation model,a comprehensive capability evaluation method for electricity selling companies based on the interpretive structure model and variable weight cloud model is proposed.Firstly,an interpretive structural model is used to study the relationship between the initial evaluation indicators and divide the indicator hierarchy,achieving the optimization of key evaluation indicators among the initial indicators.On this basis,establish a key evaluation index system for the comprehensive ability of electricity selling companies.Secondly,the weights of subjective and objective evaluations are integrated through the idea of combination weighting,and variable weight theory is applied to optimize the combination weights to ensure the applicability of the model in changing market environments.Finally,combined with the cloud model,the evaluation of the various dimensions and comprehensive capabilities of the power selling company is achieved.The calculation example shows that the evaluation process can provide reasonable feedback on the ability of the power selling company,providing effective reference for the development and adjustment of the comprehensive ability of the power selling company.
