基于扎根理论的城市燃气企业应急救援能力评价指标体系构建及SPA-ITFN评价模型

Construction of Emergency Rescue Capability Evaluation Index System for Urban Gas Enterprises Based on Grounded Theory and SPA-ITFN Evaluation Model

城市燃气企业应急救援能力对城市燃气企业的安全具有重要影响。目前,城市燃气企业应急救援评价方面存在两方面问题。其一,评价指标体系的构建不合理、指标不全面;其二,评价模型不准确,评价结果与工程实际差距较大。据此,基于扎根理论构建了科学、全面的应急救援能力评价指标体系,该体系由监测预警因素等8个一级指标、风险分级管控等37个二级指标构成;基于集对分析-区间三角模糊数(set pair analysis-interval triangular fuzzy number,SPA-ITFN)理论构建了城市燃气企业应急救援能力评价模型。其中,SPA理论中多元联系数可以兼顾评价指标的确定性和不确定性,ITFN使得等级之间界定更加准确。运用SPA-ITFN评价模型对河南省焦作市燃气企业应急救援能力进行评价,评价结果为良,符合该企业应急救援能力现状。结果表明:构建的应急救援能力评价指标体系和SPA-ITFN模型准确度高、一致性好,对于政府及企业相关单位开展燃气企业应急救援能力评价具有较好的参考价值。

The emergency rescue capability of urban gas enterprises has an important impact on the safety of urban gas enterprises.At present,there are two problems in the emergency rescue evaluation of urban gas enterprises.First,the construction of the evaluation index system is unreasonable and the index is not comprehensive.Second,the evaluation model is not accurate,and there is a big gap between the evaluation results and the actual project.Based on this,a scientific and comprehensive evaluation index system of emergency rescue capability was constructed based on the rooted theory,which is composed of 8 first-level indexes such as monitoring and early warning factors and 37 second-level indexes such as risk graded management and control.A model for evaluating the emergency rescue capability of urban gas enterprises was constructed based on the theory of set pair analysis interval triangular fuzzy number(SPA-ITFN).Among them,the multivariate connection number in the set pair analysis theory can take into account both the certainty and uncertainty of the evaluation index,and the interval triangular fuzzy number makes the definition between grades more accurate.The evaluation model was used to evaluate the emergency rescue capability of Jiaozuo City gas enterprise in Henan Province,and the evaluation result is good,which accords with the current situation of the enterprise's emergency rescue capability.The results show that the constructed emergency rescue capability evaluation index system and the SPA-ITFN model have high accuracy and good consistency,which has a good reference value for the government and relevant enterprises to evaluate the emergency rescue capability of gas enterprises.
