哈尔滨市冰雪赛事的发展研究:SWOT分析与战略优化

Research on the Development of Ice and Snow Events in Harbin City:SWOT Analysis and Strategic Optimization

在2025年第九届亚洲冬季运动会的有利契机下,促进哈尔滨市冰雪赛事高质量发展正当其时。运用SWOT分析法,从优势、劣势、机会和威胁4个维度,对哈尔滨市冰雪赛事发展形势进行分析。指出悠久的冰雪历史、独特的赛事品牌、丰富的文化遗产、广泛的大众普及是优势所在;冰雪场馆设施不完善、缺乏复合型冰雪人才、安全措施有待完善是主要劣势;再度承办亚冬会、以“赛”促“游”、政策支持推动赛事发展为哈尔滨市带来巨大发展机遇;其他赛事的竞争、气候变化的影响、网络运营的考验对哈尔滨市冰雪赛事发展构成威胁。基于对上述维度的交叉整合,提出SO(优势-机遇)、WO(劣势-机遇)、ST(优势-威胁)、WT(劣势-威胁)4种哈尔滨市冰雪赛事的优化战略,以期通过扬长避短,不断引领和推动中国冰雪运动向更高水平迈进。

With the favorable opportunity of the 20259th Asian Winter Games,it is timely to promote the high-quality development of Harbin's ice and snow events.Using SWOT analysis,this paper has analyzed the development situation from four dimensions:strengths,weaknesses,opportunities,and threats.It's pointed that the long history of ice and snow,unique event brand,rich cultural heritage,extensive popularity are the advantage;incomplete ice and snow arena facilities,the lack of composite ice and snow talent,and insufficient safety measures are weaknesses;Hosting the Asian Winter Games again,boosting tourism through events,and policy support to promote the development of the event for Harbin to bring great opportunities for development;However,competition from other events,climate change,and challenges in online operations pose threats.Based on these dimensions,four optimization strategies—SO(Strength-Opportunity),WO(Weakness-Opportunity),ST(Strength-Threat),and WT(Weakness-Threat)—are proposed to capitalize on strengths and avoid weaknesses,aiming to advance China's ice and snow sports to higher levels.
