The Legitimacy of the International Economic Governance System:Connotations,Crises,and Reflections

世界正处于百年未有之大变局,国际经济治理体系进入新一轮调整期。自党的十八大以来,习近平同志多次强调人类命运共同体在国际关系构建中的重要地位,点明正当性与国际关系之间的紧密联系。从不同视角厘清正当性内涵和决定因素,有利于我国推动国际秩序向前发展的涉外法治实践。民主是正当性最重要的来源与内涵,同时正当性作为不断发展的国际法概念,还有公共产品输出、制度运行有效性等其他内涵与要素。国际治理体系中正当性的民主内涵存在多种实践,但同时也存在民主实践的危机与正当性民主理论的失灵问题。虽然民主是正当性的重要内涵,但它并不能完全决定国际经济治理机制的正当性,仅为必要条件而非充分条件。全球经济治理体系要实现正当性,还须同时依托公共产品的提供、制度运行的有效性等要素。

The world is undergoing unprecedented changes,and the international economic governance system is entering a new adjustment period.Since the 18th National Congress of CPC,Comrade Xi Jinping has repeatedly emphasized the importance of a community with a shared future for mankind in building international relations,highlighting the close connection between legitimacy and international relations.Clarifying the connotations and determining factors of legitimacy from various perspectives is beneficial for China's foreign legal practices aimed at advancing the international order.Democracy is the most important source and connotation of legitimacy;however,legitimacy,as an evolving concept of international law,also encompasses other elements such as public goods provision and institutional operational effectiveness.Within the international governance system,there are various practices of democracy's connotation of legitimacy,yet there are also crises in democratic practices and failures in democratic legitimacy theory.While democracy is a crucial aspect of legitimacy,it does not fully determine the legitimacy of international economic governance mechanisms;it serves as a necessary but not sufficient condition.To achieve legitimacy,the global economic governance system must also rely on the provision of public goods,the effectiveness of institutional operations,and other elements.
