银龄计划赋能中西部教师队伍扩优提质的底层逻辑与落地策略

The Underlying Logic and Quality Improvement Strategies for Silver-Age Plan to Enable the Expansion and Improvement of the Quality of the Teacher Workforce in Central and Western China

摘要 银龄计划是中国社会发展“三重动能”,即老年人事业生命线延续的内在动能、中国教育事业高质量发展的外部动能与中西部教育势能带来的自在动能共同作用的产物。基于人岗适配原理的教育人才选拔匹配机制是银龄计划赋能中西部教师队伍优化的底层逻辑,实现这一逻辑的基本手段是选拔扩优、使用提质与示范提质。系统提质是当前银龄计划政策调适的着力点,借助灵活选拔、竞合配置、种子选配三种政策工具,在中西部教师队伍动荡区域、核心区域、薄弱区域做好银龄教师设岗、选拔与配置工作,是银龄计划政策系统提质的有效之策。 The Silver-Age Plan is the“triple kinetic energy”of China's social development,that is,the internal kinetic energy of the continuity of the lifeline of the elderly,the external kinetic energy of the high-quality development of China's education and the free kinetic energy brought by the potential energy of education in the central and western regions.The selection and matching mechanism of educational talents based on the principle of person-post adaptation is the underlying logic of the Silver-Age Plan to enable the optimization of the central and western teachers,and the basic means to realize this logic are selection and expansion,use and demonstration.Systematic quality improvement is the focus of the current Silver-Age plan policy adjustment.With the help of three policy tools,such as flexible selection,competitive allocation and seed selection,it is an effective way to improve the quality of Silver-Age Plan policy system to set up posts,select and allocate Silver age teachers in the volatile areas,core areas and weak areas of the central and western teachers.
