新型配电系统多层次综合评价指标体系与评价方法

摘要 为了推进新型配电系统的建设,衡量目前新型配电系统的发展水平,考虑新型配电系统的特征,综合传统配电网评价的通用指标与针对新型配电系统的特色指标,基于安全高效、绿色低碳、柔性灵活、智慧融合的建设目标,构建新型配电系统多层次综合评价指标体系。基于层次分析法和模糊综合评价法,提出新型配电系统的两阶段评价方法。经层次分析法赋权后,在阶段一对通用指标进行评价并与平均水平比较,在阶段二对特色指标进行模糊综合评价,实现对新型配电系统的综合评价。在西南某市配电系统的实际算例上进行验证,发现该评价体系与评价方法能很好地对系统进行评价并体现配电系统的发展特点。对评价结果进行分析能有效发现新型配电系统建设的不足,为新型配电系统的未来建设提供切实意见。 In order to promote the construction of new distribution system and measure the current development level of new distribution system,this paper considers the characteristics of new distribution system,synthesizes the common indexes of traditional distribution network evaluation and the characteristic indexes for new distribution system,and constructs a multi-level comprehensive evaluation index system for new distribution system based on the construction objectives of safety and efficiency,green and low-carbon,flexibility,and intelligent integration.Based on the analytic hierarchy process(AHP)and fuzzy comprehensive evaluation method,it proposes a two-stage evaluation method for the new power distribution system.After being empowered by the AHP,the common indexes are evaluated and compared with the average level at stage one,and the fuzzy comprehensive evaluation of the characteristic indexes is carried out at stage two to realize the comprehensive evaluation of the new distribution system.Validated on an actual example of distribution system in a city in Southwest China,it is found that the evaluation system and evaluation method can well evaluate the system and reflect the development characteristics of the distribution system.The results can be analyzed to effectively find out the shortcomings of the new distribution system construction and provide practical advice for the future construction of the new distribution system.
