新质生产力视角下城乡融合的逻辑与路径研究

Research on the Logic and Path of Urban-Rural Integration from the Perspective of New Productivity

为了适应高质量发展阶段的新要求,习近平总书记创造性地提出了“新质生产力”的概念,为国家创新发展进一步明晰了行动方向。城乡融合是在“新四化”背景下,通过体制机制创新和政策措施,促进城乡要素自由流动、平等交换和公共资源合理配置,形成城乡经济社会发展一体化新格局的过程。本文从理论、历史和实践三种逻辑进行分析得出,新质生产力丰富了城乡融合发展的时代意蕴,也提出了诸多现实挑战。为有效推进城乡融合,并确保其连续性,我国应从聚焦顶层设计、发挥主体动能、整合创新资源等多个层面推进,以期实现城乡经济社会全面协调可持续发展。

In order to meet the new requirements of the high-quality development stage,President Xi Jinping has creatively put forward the concept of“new quality productive forces”to further clarify the direction of action for national innovation and development.Under the background of new industrialization,IT application,urbanization,and agricultural modernization,urban-rural integration is a process of promoting the free flow and equal exchange of production factors and rational allocation of public resources between urban and rural areas through institutional innovation and policy measures,and thus forming a new pattern of integration of urban and rural economic and social development.Analysis from the perspective of theory,history and practice shows that the new quality productive forces not only enrich the meaning of integrated urban-rural development in the era,but also put forward many practical challenges.In order to effectively promote urban-rural integration and ensure its continuity,we should focus on the top-level design,give full play to the active role of market entities,and integrate innovative resources,so as to provide strong support for the comprehensive,coordinated and sustainable development of urban and rural economy and society.
