摘要
作业标准对于规范作业行为、传承技艺、保证产品和服务的一致性、保障高质量完成科研生产工作发挥着重要作用。本文分析了不同功能的标准类型、层次结构和技术要素内容,提出根据作业活动所属领域、标准化对象、标准使用者、标准编制目的等选择适用的标准类型、层次结构和主要技术要素,关注标准使用者的需求,用简单易懂的语言编制标准,并融合质量、安全、环保、职业卫生、保密等要求,提升作业标准起草质量。
Operational standards play a crucial role in standardizing operational behaviors,preserving skills,ensuring the consistency of products and services,and safeguarding the high-quality completion of scientific research and production tasks.This paper analyzes the types,hierarchical structures,and technical elements of standards with various functions.It proposes selecting appropriate standard types,hierarchical structures,and primary technical elements based on the field of operational activities,standardization objects,standard users,and the purpose of standard compilation.It emphasizes the need to consider the requirements of standard users,formulate standards in simple and understandable language,and integrate requirements related to quality,safety,environmental protection,occupational health,and confidentiality to enhance the quality of operational standard drafting.
