规范、渐进与协同:“跨省通办”的推进逻辑——基于扎根理论的政策文本研究

Standardization,Gradual Progress,and Collaboration:the Logic of Promoting Inter-provincial Government Services--Policy Text Research Based on Grounded Theory

“跨省通办”是促进生产要素流动、优化政务服务的重要举措。本研究基于95份省级“跨省通办”政策文本,运用程序化扎根理论构建“‘跨省通办’推进逻辑”模型,研究发现:各省按照“规范发展”的要求,以“目标理念”为指引,以“渐进推动”为策略,以“协同推进”为抓手,在物质、人才、技术、政策和数据等方面的支持下,在线上和线下完成“跨省通办”有关事项。由此对“跨省通办”的协同机制、动态管理和数据基础等方面提出建议,以期为“跨省通办”的进一步发展提供指导。

Inter-provincial Government Services is an important measure to promote the flow of production factors and optimize government services.Based on 95 provincial-level policy texts,the study employs Proceduralised Grounded Theory to construct the"logic of promoting Inter-provincial Government Services".Under the guidance of"objective concepts",each province adopts a"gradual promotion"strategy and uses"collaborative promotion"as a means,fllowing the requirements of"standardized development".With support in terms of material resources,talent,technology,policy,and data,they complete the relevant matters of"Inter-provincial Government Services"online and offline.The study proposes suggestions for the cooperative mechanism,dynamic management,and data foundation to guide further development of Inter-provincial Government Services.
