在当前世界面临百年未有之大变局的复杂局面下,非传统安全问题,特别是生物安全问题,对人类的生存与发展构成了严重威胁。习近平总书记提出的总体国家安全观将生物安全纳入其中,并且随着《中华人民共和国生物安全法》的颁布实施,生物安全在国家战略中的地位愈发凸显。党和国家对生物安全的重视达到了前所未有的高度,对国家生物安全能力建设提出了更为严格的标准。文章通过对中国国家安全能力建设的时代背景和基础进行深入分析,借鉴国际生物安全建设的有益经验,探讨中国国家生物安全能力建设的可行路径,旨在构建具有中国特色的国家生物安全体系,为国家安全开辟新的道路。

In the current complex situation of the world facing unprecedented changes,non-traditional security issues,especially bio-security issues,pose a serious threat to human survival and development.The overall national security concept proposed by General Secretary Xi Jinping includes bio-security,and with the promulgation and implementation of“The Bio-safety Law of the People’s Republic of China”,the position of bio-security in national strategy has become increasingly prominent.The Party and the state have attached unprecedented importance to bio-safety,and have put forward stricter standards for the construction of national bio-safety capabilities.The article conducts an in-depth analysis of the historical background and foundation of China’s national security capacity building,draws on the beneficial experience of international bio-safety construction,and explores the feasible path of China’s national bio-safety capacity building,aiming to build a national bio-safety system with Chinese characteristics and open up new paths for national security.
