科技服务标准化及人才培养模式探究

国家创新体系是以政府为主导、充分发挥市场配置资源的基础性作用、各类科技创新主体紧密联系和有效互动的社会系统。坚持创新在我国现代化建设全局中的核心地位,把科技自立自强作为国家发展的战略支撑,深入实施科教兴国战略、人才强国战略、创新驱动发展战略,完善国家创新体系,加快建设科技强国是《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》中的重要篇章。早在1992年,《关于加快发展科技咨询、科技信息和技术服务业的意见》就对科技服务业的定位及意义,以及产业规范建设提出了要求。本文结合我国新时期国家科技创新建设规划,以及科技创新服务产业现状和标准化建设情况,探究如何构建科技创新服务业标准化人才培养模式,系统提升我国整体的科技创新服务产业水平,提高全民标准化认识及从业人员能力,最终有力促进科技强国战略的实现。

The national innovation system is a social system led by the government,giving full play to the basic role of the market in allocating resources,and closely connecting and effectively interacting with various scientific and technological innovation entities.We should uphold the central position of innovation in China’s overall modernization drive,make self-reliance in science and technology a strategic support for national development,thoroughly implement the strategies of rejuvenating the country through science and education,strengthening the country through human resources,and innovation-driven development,improve the national innovation system,and take accelerating the building of a powerful country in science and technology as an important chapter in the Outline of the 14th Five-Year Plan for National Economic and Social Development and Long-Range Objectives for 2035 Vision of the People’s Republic of China.As early as 1992,the Opinions on Accelerating the Development of Science and Technology Consulting,Science and Technology Information and Technology Service Industry provided requirements on the positioning and significance of science and technology service industry,as well as the construction of industrial norms.Combined with China’s national science and technology innovation construction plan in the new period,and the status quo of science and technology innovation service industry and standardization construction,this paper explores how to build a standardization talent training model of science and technology innovation service industry to systematically improve the overall level of China’s science and technology innovation service industry,improve the standardization awareness of the public and the ability of employees,and ultimately effectively promote the realization of the strategy of science and technology power.
