摘要
本文以汉江武汉段为例,开展流域水环境精细化管理实践研究。结合流域实际特点,构建了水环境容量的动态核算体系。通过容量时空特点分析,将流域分为上游来水影响区段、自削减区段及重点减排区段,分区段制定针对性科学管控措施;从水资源与水环境协同治理的角度,提出沿线排口的合理化设置及错峰排放管理机制,形成水环境风险防控对策体系,以期对“三水统筹”流域体系治理新格局的建立起到借鉴与推动作用。
This paper takes the Wuhan section of the Hanjiang River as an example to conduct a practical study on the refined management of water environment in river basins.Based on the actual characteristics of the basin,a dynamic accounting system for water environment capacity has been constructed.By analyzing the temporal and spatial characteristics of capacity,the basin is divided into sections:the upstream inflow impact area,the self-reduction area,and the key emission reduction area.Targeted scientific management measures are formulated for each section.From the perspective of coordinated governance of water resources and water environment,rational arrangements for discharge outlets along the river and a peak-shifting discharge management mechanism are proposed.This forms a countermeasure system for water environment risk prevention and control,contributing to the establishment of a new pattern for integrated governance of river basins in the context of“coordination of three waters”.
