协同治理视角下产业链与创新链的深度融合路径研究

Deep Integration Path of Industrial Chain and Innovation Chain from Collaborative Governance

运用协同治理理论,以新型研发机构为例,深入剖析创新链与产业链深度融合的现状及其影响因子。研究发现:当前创新链与产业链存在外部支持亟待增强、内部要素“协而不同”、生态支持有待强化、盈利能力亟需提升等协同治理困境;开展协同治理绩效评估,发现不同类型的新型研发机构,其创新链与产业链深度融合的效果迥异,由高到低依次是专业型研究所、产业研究院、创新联合体、企校联合创新中心;在影响因素中,协同主体和协同要素排名前列,协同效益整体表现不佳,协同生态的改善空间较大。因此,应从强化协同治理的外部支持、增强协同治理要素的同步性、促进产学研金政“五力”协同、加快推进研发机构创收增效等方面,探索创新链与产业链协同治理的深度融合路径”。

This paper uses the theory of collaborative governance and takes new R&D institutions as an example to deeply analyze the current situation and their impact factors of the deep integration of innovation chain and industrial chain.The research findings are as follows:The innovation chain and the industrial chain have collaborative governance dilemmas at present such as in-enhanced external support,""coordinated but different"internal factors,ecological support and profitability that needs to be improved.By conducting performance evaluation of collaborative governance it finds that different types of new R&D institutions had different effects of deep integration of innovation chain and industrial chain in which professional research institutes,industrial research institutes,innovation unions and joint innovation centers of enterprises and schools are arrayed from high to low;In which the synergistic main body and synergistic elements ranked top,but the overall performance of synergistic benefits is poor and the room for improvement of synergistic ecology was large.The article explores the deep integration path of innovation chain and industrial chain collaborative governance to help create a"national science and technology innovation highland"from strengthening the external support of collaborative governance,enhancing the synchronization of collaborative governance elements,promoting the"five forces"coordination of industry,university,research,finance and government and accelerating the income generation and efficiency of research and development institutions.
