新时代警务外交人才培养定位及路径探析

Exploration on the Orientation and Path of Cultivating Policing Diplomatic Talents in the New Era

做好警务外交人才培养工作对搭建可持续警务外交体系具有建设性意义。在厘清警务外交人才概念基础上,依据分析个人胜任力的“冰山模型”理论构建出此类人才的核心素质与能力模型,结合警务外交人才培养的时代价值与功能,从宏观、中观和微观视角,对战略规划、政策指导、培养目标、培养模式、资源配置、个人能力建设等方面进行审视并提出建议和优化路径,以期建构新时代警务外交人才培养体系,更好服务公安工作、助力国家外交大局。

Cultivating policing diplomatic talents is of constructive significance for building a sustainable policing diplomatic system.On the basis of clarifying the concept of police diplomatic talents,this paper constructs the core quality and ability model of such talents according to the theory of“iceberg model”which analyzes individual competence.Combined with The Times Value and functions of police diplomacy personnel training,the paper reviews and proposes suggestions on strategic planning,policy guidance,training objectives,training mode,resource allocation and personal capacity building from macro,meso and micro perspectives,so as to construct a police diplomacy personnel training system in the new era,better serve the public security work and help the overall situation of national diplomacy.
