麻精类处方药滥用行为查处及管控对策

当前,麻醉药品和精神药品处方药(简称“麻精类处方药”)滥用趋势严峻,除了与生物学因素、遗传学因素、社会环境、心理特征、新陈代谢速度密切相关之外,还有市场流通渠道多、医疗机构管理存在漏洞、有关部门监管力度不足、公众对麻精类处方药的认知不足等原因。在执法活动中,面临着成案率低、隐蔽性强、情报线索少、药品监管环节多等现实情况,以及案件定性难、发现难、取证难、打击难等管控难题。政府应协调各部门完善相关法律法规、加强管理并推进列管,加强业务培训与指导、完善网络预警监测机制,加大情报导侦力度、全面取证固证,加大联合执法监督检查力度、提高麻精药品规范化管理水平,严防麻精类处方药滥用流弊问题,保障医疗健康事业的有序发展。

At present,the trend of narcotic and psychiatric prescription drug abuse is serious.In addition to biological factors,genetic factors,social environment,psychological characteristics,and metabolic rate,there are many reasons for market circulation channels,loopholes in the management of medical institutions,insufficient supervision of relevant departments,and insufficient public awareness of refined hemp prescription drugs.In law enforcement activities,there are practical situations such as low completion rate,strong concealment,few intelligence clues,and multiple drug regulatory links,as well as difficulties in case characterization,discovery,evidence collection,and crackdown control.The government should coordinate with all departments to improve relevant laws and regulations,strengthen professional training and guidance,promote the network early warning and monitoring mechanism,increase the efforts of information reporting and investigation,comprehensive evidence collection and consolidation,enlarge joint law enforcement supervision and inspection,improve the standardized management level of essence and hemp drugs,strictly prevent the abuse of essence and hemp prescription drugs,so as to ensure the orderly development of medical health.
