信息技术的广泛应用,带来了政府信息发布与舆情回应方式的深刻变革。警情通报是公安交通管理部门信息公开的方式之一,是交通管理信息发布的重要组成部分,肩负着引导社会舆论、营造良好网络环境的职责使命。在新的媒介环境中,公安交通管理警情通报存在发布时间要求与事实核查效率博弈、通报内容与公民知情权错位、宏观陈述与受众微观感知差异的实践困境。面对复杂多变的舆论空间,公安交通管理部门应当通过技术驱动,提高案情核查效率,梯次发布警情信息;依靠方式创新,深化融合叙事策略,丰富警情发布样态;利用框架整合,促进多元话语互动,实现警情跨界传播,努力开辟现代警情发布与社会治理的新模式,为营造风清气正的网络环境打下坚实基础。

The wide application of information technology has brought about profound changes in the way of government information release and public opinion response Police notification is not only one of the ways of public security traffic management department information disclosure,but also an important part of traffic management information release,shouldering the responsibility and mission of guiding public opinion and creating a good network environment.In new media environment,there are practical dilemmas in the gaming between publication time requirements and factual verification efficiency,the mismatch between notification content and citizens’right to know,and the difference between macro statements and audience micro perceptions in the police traffic management notification.To deal with complicated and ever-changing public opinion space,public security and traffic management departments should improve the efficiency of case investigation and hierarchically release police information through technology-driven approaches.Relying on innovative ways,the integration of narrative strategies should be deepened to enrich the patterns of the police notification.Multiple discourse interaction should be promoted by utilizing framework integration to implement cross-over communication of police notification.This paper tried to develop a new mode of modern police notification release and social governance,laying a solid foundation for creating a healthy network environment.
