“动力—过程—效能”三维视阈下的乡村协商式治理实践机理

The Practical Mechanisms of Consultative Rural Governance under the Three-dimensional Perspective of“Motivation-Process-Effectiveness”

中国特色农村民主协商治理是在农村基层党组织的领导下,在农村基层民主制度基础上,各种政治力量积极探索的治理形式。协商主体之间积极对话,有助于农村共识形成从而促进基层民主政治发展,但现有与协商相关的研究呈现出理论与实践、整体与具象相割裂的状态。本研究基于“动力、过程、效能”三维框架,并结合协商民主的相关理论,通过对五批乡村治理典型案例中有关乡村协商治理实践的案例进行分析,提炼出乡村协商式治理良性运转的实践机理,进而提出增强我国基层协商治理效能的路径优化建议,以此来提高协商的效率,促进基层协商治理的发展。

Rural democratic consultative governance with Chinese characteristics is a form of governance actively explored by various political forces under the leadership of rural grassroots party organisations and on the basis of the rural grassroots democratic system.Consultation advocates active dialogue among political forces,which helps the formation of rural consensus and thus promotes the development of grassroots democratic politics,but the existing research on consultation is divided between theory and practice,between the whole and the concrete.Based on the three-dimensional framework of“motivation,process and effectiveness”and the relevant theories of consultative democracy,this study analyses the practice of rural consultative governance in five groups of model cases of rural governance,and extracts the practical mechanisms for the sound functioning of rural consultative governance,and then proposes the path optimization for enhancing the effectiveness of grassroots consultative governance in China,so as to improve the efficiency of consultation and promote the development of grassroots consultative governance.
