全过程人民民主赋能社区韧性治理的可能与可为

The Possibility and Path of the Whole-Process People's Democracy to Empower the Resilient Governance at Community Level

面对日益复杂的城市生活场景,开展社区韧性治理日益成为重要课题。全过程人民民主是彰显人民主体地位的民主新形态,其与社区韧性治理存在多重耦合关联:主体重合、过程交织、目标一致。以上构成全过程人民民主赋能社区韧性治理的可能。但全过程人民民主赋能社区韧性治理的实践仍面临多重挑战:组织结构滞后、运行机制不健全、社区共同体氛围不足和数字技术应用不均衡。为实现全过程人民民主赋能社区韧性治理由“可能”到“可为”的转变,就要提升主体民主参与能力,保证社区韧性治理的结构有效性;健全民主参与运行机制,促进社区韧性治理过程有序性;培育社区民主共同体氛围,塑造社区韧性治理关系友好性;推进数字民主建设,提升社区韧性治理技术可靠性。

In the face of the increasingly comlpexity of urban life,the community resilience governance has increasingly become a new important topic.The whole-process people's democracy is a new form of democracy that highlights the people's dominant position,and has multiple coupling relations with community resilient governance:overlapping subjects,interweaving processes,and consistent goals,which constitute the possibility of whole-process people's democracy to empower the community resilient governance.However,the practice of mpowerment still faces multiple challenges:rigid organizational structure,imperfect operating mechanism,insufficient community atmosphere and uneven application of digital technology.In order to realize the transformation from"possibility"to"reality"of empowering of the whole-process people's democracy on community resilience governance,it is crucial to enhance the subjects'participation ability,to ensure the structural effectiveness of the community resilience governance;to improve the operation mechanism of democratic participation and the order of governance process;to cultivate the democratic community atmosphere,shape the friendly relationship;to promote the construction of digital democracy and enhance the technological reliability of community resilient governance.
