基于行政审批制度改革的营商环境优化研究--以天津市为例

Research on Optimizing the Business Environment Based on the Reform of Administrative Approval System--A Case Study in Tianjin

“水深则鱼悦,城强则贾兴。”优化营商环境不仅是社会主义市场经济健康发展的需要,而且也是我国深化行政体制改革的必然趋势。基于此,探究天津市营商环境现状,发现其存在的堵点,即部门间统筹协调性不足、市场监管体系不健全、人才吸引力度有待提高,并据此提出以行政审批制度改革为突破口优化营商环境的对策,以期营造市场化、法治化、国际化的营商环境,增强经济主体活力。

“Deep water brings joy to the fish,and a flourishing city brings prosperity to merchants.”Optimizing the business environment is the need for the healthy development of the market economy,and it is also the inevitable trend of deepening the reform of the administrative system in China.Based on this,the current situation of the business environment in Tianjin was explored,and the existing bottlenecks were found,namely insufficient coordination among departments,incomplete market supervision system,and the need to improve talent attraction.Based on this,countermeasures were proposed to optimize the business environment through administrative approval system reform,in order to create a market-oriented,rule of law,and international business environment and enhance the vitality of economic entities.
