摘要
课程思政政策历经从地方试点到制度化阶段的演变,最后成为一场国家层面的高校课程育人行动。借助多源流理论聚焦课程思政进入政策议程并得以出台的内在逻辑发现:显性教育与隐性教育失衡、专业逻辑与政治逻辑脱节、政策工具缺乏创新构成的问题源流形成了政策出台的合理性基础;地方试点经验、顶层设计驱动和理论研究支撑构成的政策源流提供了政策形成的合法性依据;意识形态和育人目标的内在统一、国民情绪变化和关键职能部门发声定调构成的政治源流营造了良好的政治氛围。课程思政“政策之窗”的开启是现实问题驱动、思政政策承续和育人理念创新交汇的结果。为不断增强课程思政育人实效,应进一步增强问题意识,彰显课程思政政策对现实问题的观照;加强统筹规划,持续优化课程思政政策制度性供给;引领价值取向,营造课程思政的良好政治环境,以立德树人理念推动高校课程思政政策体系内涵式发展。
The curriculum-based ideological and political education reform has undergone an evolution from local pilot to institutionalized stage,and finally became a national level action for the education of college students in the curriculum.The internal logic of focusing on curriculum ideological and political education entering the policy agenda with the help of multiple streams theory has been discovered:the imbalance between explicit and implicit education,the disconnection between professional logic and political logic,and the lack of innovation in policy tools have formed the rational foundation for reform;the policy source composed of local pilot experience,top-level design drive and theoretical research support provides the legitimacy basis for reform;the internal unity of ideology and educational goals,changes in national emotions and the voice and tone of key functional departments create a good political atmosphere.The opening of the“policy window”for curriculum-based virtuous and political education is the result of realizing the convergence of problem-driven,ideological and political policy continuity and innovative educational concepts.In order to continuously enhance the effectiveness of ideological and political education in the curriculum,it is necessary to further enhance problem awareness and highlight the reflection of curriculum-based ideological and political education policies on practical problems;strengthen overall planning and continuously optimize the institutional supply of curriculum-based virtuous and political education;leading the value orientation,create a good political environment for curriculum-based virtuous and political education,and promote the connotative development of university curriculum-based ideological and political education policy system with the concept of cultivating morality and cultivating talents.
