开发区“多规合一”规划探索——以原平经济技术开发区为例

Exploration of"Integration of Multiple Plans"in Development Zone——Example of Yuanping Economic and Technological Development Zone

国土空间规划体系的建立是实现“多规合一”的重大举措,是党中央、国务院做出的重大部署。山西作为国家资源型经济转型综合配套改革试验区,坚持把开发区作为引领发展的载体,以规划为引领,注重顶层设计,积极推动各类开发区建设。本文基于国土空间规划“多规合一”背景,对原平经济技术开发区的城乡规划、土地利用规划、产业发展规划、环境保护规划进行空间管控与发展要求的统筹协调,形成统一的规划目标与策略,落实社会经济发展要求,引导开发区空间有序拓展。

The establishment of national territorial space planning system is a major measure to realize the"integration of multiple plans",and it is a major deployment made by the CPC Central Committee and the State Council.As a national pilot zone for comprehensive supplementary reform of resource-based economic transformation,Shanxi adheres to take the development zone as a carrier to lead development,take planning as the guide,pay attention to top-level design,and actively promote the construction of various development zones.Based on the background of"integration of multiple plan"of national territorial space planning,this paper coordinates the spatial control and development requirements of urban and rural planning,land use planning,industrial development planning and environmental protection planning in Yuanping Economic and Technological Development Zone,forms unified planning objectives and strategies,implements the requirements of social and economic development,and guides the orderly spatial expansion in the development zone.
