摘要
社会服务评估是政府购买社会服务的绩效考核方式,旨在优化社会服务质量。社会服务评估过程涉及多元行动主体,这些行动主体都处在特定的制度环境下,有各自的制度逻辑,且都在发生变迁,因此制度逻辑及其变迁是文章分析的着眼点。研究发现,在多重制度逻辑变迁作用下,社会服务评估出现了自主性困境、公共性困境以及公信力困境。针对当前社会服务评估的困境,应思考如何推动社会服务评估自主性再生产,提升服务使用方的评估控制权,重塑各评估主体的公信力。
Social service assessment is a performance evaluation method for government-purchased social services,aiming to optimise the quality of social services.In the process of social service assessment,multiple actors are involved,and these actors are all in a specific institutional environment,with their own institutional logics that are changing.Hence,this study situates institutional logics and their evolution at the focal point of analysis.It is found that under the effect of multiple institutional logic changes,social service evaluation will encounter autonomy,publicity dilemma,and credibility dilemmas.To address these challenges,it is crucial to find ways to promote the reproduction of autonomy in social service evaluation,enhance the evaluation control of service users,and reshape the credibility of each evaluation subject.
