The Exploration on Strengthening the Construction of Urban Emergency Management System under Extreme Natural Disasters

极端自然灾害下,城市应急管理能力对保护民生福祉有重要作用,其能力发挥必须以完备的法规体系、统一的指挥体系、畅通的沟通体系和专业化的队伍为前置要件。目前存在的问题主要有相关部门应急管理意识薄弱、应急管理能力不强、部门间协同不力、城市生命线系统承载力较弱等。针对以上问题,应对路径从加强公共安全教育及应急管理培训、组建城区应急管理机构、构建部门间网络化治理模式、科学规划建设城市生命线系统诸方面加以阐述。

Under extreme natural disasters,the construction of urban emergency management systems plays an important role in the well-being of people.Its ability to exert must be based on a complete regulatory system,a unified command system,a smooth communication system,and a professional team as prerequisites.The main problems that exist at present include weak awareness of emergency management among relevant departments,weak emergency management capabilities,weak inter departmental collaboration,and weak carrying capacity of urban lifeline systems.In response to this issue,the response path is elaborated from various aspects,such as strengthening public safety education and emergency management training,establishing urban emergency management institutions,constructing inter departmental network governance models,and scientifically planning and constructing urban lifeline systems.
