嵌入与融合:共建共享型基层党建何以引领社区治理——以X市S区“近邻党建”为例

Embedding and Integration:How to Lead Community Governance by Co-building and Sharing Grassroots Party Building:Taking“Neighborhood Party Building”in S District of X City as an Example

基层党建通过调动社会各种力量、整合社会各种资源来引领社区治理,可以衍生出外源性和内生性两个向度。基于内生性机制的示范引领作用,尝试构建共建共享型基层党建的分析框架,刻画模型的生成逻辑,区分嵌入共建和融合共建两种具体形式。以X市S区“近邻党建”作为案例进行实证检验,通过分析社区大党委建设与党员双报到实践案例,回应了嵌入共建的理论诉求,通过“地缘”和“业缘”的归纳梳理,证明了融合共建的理论意蕴。在进一步的讨论中发现,党员“双报到”更具有个体性资源的灵活作用,共建共享应该是一个完整过程,融合共建的“走出去”目的也还是要再“请进来”,更好地服务社区治理。

Grassroots party building leads community governance by mobilizing various social forces and integrating various social resources,which can derive two dimensions:exogenous and endogenous.Based on the demonstration and leading role of the endogenous mechanism,this study tries to build an analytical framework for co construction and sharing of grass-roots party building,describe the generation logic of the model,and distinguish between embedded co construction and integrated co construction.By selecting"Neighborhood Party Building"in S District of X City as a case for empirical test,the case responds to the theoretical demands of embedded co construction through the practice of the construction of community party committees and the double registration of party members,and proves the theoretical implication of integrated co construction through the induction of"geography"and"industry".In the further discussion,it was found that the"double check in"of Party members has more flexible role of individual resources,and the joint construction and sharing should be a complete process.The purpose of integrating the"going out"of the joint construction should also be"invited in"again to better serve community governance.
