基于非均衡发展理论的“科创飞地”协同发展路径研究--以福州大学永定飞地科技园为例

本文基于非均衡发展理论,以福州大学永定飞地科技园为例,深入探讨了“科创飞地”的协同发展机制。“科创飞地”通过资源整合、科技创新与产业转化,有效促进了区域经济增长。其成功在于构建开放、活跃的科技创新生态系统,吸引高科技企业、科研机构及创新人才。然而,资源分配不均、产业结构失衡、区域合作障碍及政策支持不足等制约因素仍需克服。为此,需要完善产业链、创新链和政策链协同机制,优化资源配置,打造优越制度环境,全面规划发展路径等策略,以促进“科创飞地”的可持续发展与区域经济的均衡协调。

Based on the theory of unbalanced development,taking Yongding enclave science and Technology Park of Fuzhou University as an example,the collaborative development mechanism of"sci tech innovation enclave"is discussed in depth."Sci tech innovation enclave"has effectively promoted regional economic growth through resource integration,scientific and technological innovation and industrial transformation.Its success lies in building an open and active scientific and technological innovation ecosystem and attracting high-tech enterprises,scientific research institutions and innovative talents.However,constraints such as uneven distribution of resources,imbalance of industrial structure,obstacles to regional cooperation and insufficient policy support still need to be overcome.Therefore,it is necessary to improve the coordination mechanism of industrial chain,innovation chain and policy chain,optimize the allocation of resources,create a superior institutional environment,and comprehensively plan the development path,so as to promote the sustainable development of"science and innovation enclave"and the balanced coordination of regional economy.
