畅通教育、科技、人才良性循环:新质生产力驱动下科教兴国新战略

Smooth the Virtuous Cycle of Education,Technology and Talent:A New Strategy for Revitalizing the Country Through Science and Education Driven by New Quality Productivity

党的二十大报告对科教兴国进行了系统部署,凸显了畅通教育、科技、人才良性循环对我国加快发展新质生产力、继续推动高质量发展与实现中国式现代化具有重大意义。党的二十届三中全会进一步强调,教育、科技、人才是中国式现代化的基础性、战略性支撑,必须深入实施科教兴国战略、人才强国战略、创新驱动发展战略。科教兴国战略不仅使得中国在全球新一轮科技革命和产业变革的激烈竞争中加快掌握主动权、话语权,更重要的是为中华民族伟大复兴提供宝贵的科技人才支撑。本文阐述了加快发展新质生产力要求科教兴国战略具备的新特质——科技和教育发挥基础性引领作用、以科技人才为核心、深度参与全球科技治理。在此基础上提出了以畅通教育、科技、人才良性循环加快实现科教兴国新战略举措,即坚持教育优先发展,下好科教发展“先手棋”;健全科技创新体系,奠定新质生产力形成的基石;突出创新驱动,引领科教事业发展并加快形成新质生产力;培养高素质人才,为科教事业发展和新质生产力发展提供人才支撑;重视基础研究和原始创新能力的提升,为新质生产力的形成提供理论依据和原动力;以积极参与全球科技治理为目标,促进新质生产力在全球范围内的深度应用和广泛推广。

The Third Plenary Session of the 2Oth CPC Central Committee further emphasized that education,science and technology,and talent are the basic and strategic support for Chinese path to modernization,and it is necessary to thoroughly implement the strategy of rejuvenating the country through science and education,the strategy of strengthening the country through talent,and the innovation driven strategy.The article expounds that accelerating the development of new quality productive forces requires the strategy of rejuvenating the country through science and education to have new characteristics,namely,the strategy of rejuvenating the country through science and education that plays a fundamental leading role in science and technology and education,the strategy of rejuvenating the country through science and education that focuses on scientific and technological talents,and the strategy of rejuvenating the country through science and education that deeply participates in global scientific and technological governance.The article proposes a new strategic measure to accelerate the realization of the strategy of rejuvenating the country through science and education by promoting a virtuous cycle of education,technology and talent,that is,to adhere to the priority development of education and play the"first move"in the development of science and education;establish a sound system for technological innovation and lay the foundation for the formation of new quality productivity;highlight innovation driven,lead the development of science and education,and accelerate the formation of new quality productive forces;cultivate high-quality talents to provide talent support for the development of science and education and the development of new quality productive forces;emphasize the improvement of basic research and original innovation capabilities,providing theoretical basis and driving force for the formation of new quality productivity;with the goal of actively participating in global technology governance,promote the deep application and widespread promotion of new quality productivity on a global scale.
