安全治理理论研究述评

Review of Research on Security Governance Theory

[研究目的]安全治理理论不仅是当前国家安全治理所应关注和研究的热点,也是国际安全治理不容忽视的重要问题。深入挖掘安全治理理论,对全面贯彻落实总体国家安全观、加快国家安全体系构建和提升具有理论意义和学术价值。[研究方法]从研究缘起、学术观点两方面对安全治理理论的文献进行回顾和梳理,总结出安全治理理论的基本观点,进而挖掘出安全治理理论的价值贡献、研究不足,并且提出对应的完善对策。[研究结论]作为一种新的分析工具,安全治理理论为观察国际合作带来了新的观察与思考面向。但其理论研究仍面临如下困境:主要包括“国家中心主义”加速回归引发的理论挑战、安全治理的概念缺乏可操作性、对安全治理的理解存在差异以及对区域安全治理的重视不够等。未来推动安全治理理论的进一步完善发展,需要从重新评估国家在安全治理中的功能角色及其与非国家行为体间关系、系统化考察并定义“安全治理”、推动和实现以地域为基本单元的“多元化”安全治理研究格局等方面着手。

[Research purpose]Security governance,as a new perspective,concept,and method in contemporary security research,has received widespread attention from scholars both domestically and internationally.Based on the appropriateness of governance analysis paradigms in the field of security research,the academic community has produced a large number of innovative achievements in the study of security governance theory.[Research method]This study is based on existing authoritative literature and uses text analysis to review and sort out literature on security governance theory from two aspects of research origins and academic perspectives.It analyzes the current research status and the gains and losses of security governance theory and proposes directions for improving future security governance theory research.[Research conclusion]As a new analytical tool,security governance theory has brought new perspectives and perspectives to observe international cooperation.However,its theoretical research still faces the following difficulties:mainly including the theoretical challenges caused by the accelerated return of"national centrism",the lack of operation-ability of the concept of security governance,differences in understanding of security governance,and insufficient emphasis on regional security governance.In order to further improve and develop the theory of security governance in the future,it is necessary to reassess the functional role of the state in security governance and its relationship with non-state actors,systematically examine and define"security governance",and promote and achieve a"diversified"security governance research pattern based on geographical units.
