In science and technology field,world-class talents are outstanding ones who have already stood at the forefront of world technology,possessed world-class intelligence and level and produced worldclass original achievements.Those talents played very important roles in developing new S&T fields,creating new science theories,researching new products and new processes,leading and facilitating the world modernization,promoting the transformation of production modes,improving people's health and living standards and so on.In recent years,our country has been besieged,restricted and suppressed by the United States in terms of science and technology and talents,which has narrowed the channel for our country to go abroad to cultivate high-end talents.With the rapid change of new-round world S&T revolution and industrial transformation as well as the complex and changing of international situation,it is urgent for us to greatly enhance the ability of independently cultivating world-class talents so as to achieve the ambitious goal of building a strong socialist modernization country in an all-round by midcentury.
